Mr. Chamberlain would also refer to correspondence which passed between our Office and two Offices in 1890-91, dealing with an application for an increased Imperial allowance in support of the Agencies in China.
It then appeared that at that time a substantial profit was derived from the Agencies by Hong Kong.
Governor Blake's suggestion is accompanied by another, which must have been made under some misapprehension, namely, the suggestion that Hong Kong should be relieved of the share of the Mail subsidy apportioned for coast correspondence forwarded through the Colonial Office. No charge whatever is made against Hong Kong in the assessment of the cost of the Peninsular and Oriental service in respect of coast correspondence.
Moreover, as Mr. Chamberlain is aware, the Colony does not pay the full amount which is assigned to it in respect of correspondence for and from Hong Kong itself.
